WINNERS and LOSERS: Some bills that passed, and some notable failures

Updated: 2:36 p.m. Monday, March 14, 2016 — Of the 1,638 bills and proposed constitutional amendments filed for the 60-day legislative session that ended Friday, the Florida Legislature passed 272 and sent them to Gov. Rick Scott.

Medical de-regulation: Efforts to allow stays overnight and longer at ambulatory surgical centers and to “direct primary care agreements” between doctors and patients to effectively cut out the role of insurers died when the two chambers couldn’t reach agreement.

Insurance: Dying in committees in both chambers was home insurance industry priority (HB 1097, SB 596) to restrict “assignment of benefits,” in which homeowners sign over benefits to contractors, who pursue payments from insurance companies.
